Out of the 19 agenda items discussed during the meeting of the Council of the Coteaux du Val d’Arros Community, two are causing the most controversy.
L’harmonisation de la compétence scolaire
This topic concludes the previous mayors’ conference, which selected a scenario proposed by the Exfilo firm. This scenario involves implementing the Single Professional Tax (FPU) and having the 3CVA take responsibility for all schools in the area, excluding sports facilities. As a result, the Pouyastruc stadium will be transferred to the 27 municipalities of the former canton, with financial compensation corresponding to the current budget. This last point is met with resistance from the Pouyastruc officials, who highlight the history of the stadium’s construction and management by the community. The council decides, with 60 votes in favor and 3 abstentions, to continue studying the chosen scenario in order to finalize the FPU by January 1, 2024, and harmonize the school competence by January 1, 2025.

The contractual document, Temporary Occupation Authorization (TOA), which has been finalized to date, allows the current manager to independently finance the construction of a new building on a designated plot and manage its operations for 18 years. The building permit has been issued, and the completion of the construction is expected in May 2024. In any case, the 3CVA remains the owner of the entire property. The council approves the project, with three elected officials abstaining due to concerns about the excessive duration of the TOA and the insufficient monthly rent of €200.
La suite du conseil à l’unanimité
Parmi les principaux sujets débattus et votés figure l’acquisition d’un terrain de 4 000 m² pour 8 000 € destiné à l’extension de la déchetterie de Pouyastruc pour le traitement des déchets verts et de construction. L’effectif salarié de la 3CVA atteignant 50, la collectivité met en place un Comité Social Territorial, instance de dialogue social. L’amicale du personnel recevra une subvention de 6 000 €. Les systèmes informatiques de la 3CVA, mis à mal par des actions malveillantes et de piratage vont bénéficier d’une remise en sécurité par la société Anthéa (10 800 €) et d’un contrat de surveillance et de maintenance pour 500 € mensuel.
