Claude Atcher, the former CEO of the 2023 Rugby World Cup, was relieved of his duties in October 2022 due to his management style and a stressful work environment for employees. On October 9, 2023, he filed two separate complaints against unknown individuals, targeting Sports Minister Amélie Oudéa-Castera and the communication directed towards him.

M. Atcher a déposé deux plaintes contre X distinctes le 9 octobre 2023 auprès du parquet de Paris, une pour subornation de témoin, l’autre pour violation du secret de l’enquête et abus de confiance, a indiqué cette source, confirmant une information du Canard enchaîné.
Un « management de la terreur »
L’affaire Atcher avait débuté en juin 2022 à la suite d’un article du quotidien sportif L’Equipe révélant des témoignages anonymes faisant état d’un « climat de travail (…) extrêmement dégradé » au sein du Groupement d’intérêt public (GIP) France 2023, avec un « malaise social profond » parmi le personnel.
S’y mêleraient épuisements professionnels (burn-out), démissions et crises d’anxiété sous le coup d’un « management par la terreur » exercé par Claude Atcher et sa cheffe de cabinet.

The plaintiff denounces « judicial and media harassment ».
On October 11, 2022, less than a year before the start of the World Cup, currently in the semi-finals stage, Claude Atcher, who was officially removed from his position, had criticized the « legal and media persecution ».
On Tuesday, Emmanuel Moyne and Geoffroy Goubin, the lawyers, declined to comment on this filing of a complaint.
According to Le Canard enchaîné, the complaints target specifically the « intense communication campaign » that would have been carried out against him by the Minister of Sports Amélie Oudéa-Castera, as well as the conditions under which the testimonies about him were collected.
The minister’s entourage declined to comment and the GIP had not responded immediately.

These revelations have led to two preliminary investigations in Paris, one for influence peddling and corruption regarding « contracts awarded, » « ticketing, » and « vehicles provided » by Mr. Atcher, and the other for « psychological harassment. »
